Navy, A schools and a bad recruiter...?

Ok here is the situation...Huband scored a 96 on asvab, and wanted to go Nuke. Only issue is that he was 25, and the age limit is 25. So we were told to put in the paperwork for a wavier...had to get referals from everyone including a his boy scout leader. got all the paperwork on our side done within two weeks.
Well the recuiter drag and drag his feet...two days before my husband is suppost to leave he says he needs to take an additonal test for nuke school...so my husband not only passes it but blows it out of the water!
We are then told that, b/c the paper work wasnt turned in yet it would be another month before we found out if the wavier was approved....and he should just go to boot under the current contract. I threw a fit about this but gave in...hubby left graduated from boot was assigned to STG A school. no mention of the wavier for nuke....I had him look in his service jacket and there is no paperwork for nuke at all!
I spoke with his recuiter, nicely asked if all the paper work was in....after a very long pause I get several ummm's and oh ya it was.
being previous navy I caught this recruiter in a few other small lies.

So should I go to the recuiters chain of command?

As far as my husband will it do any good? he already has his orders for a school cut? he can live with STG but would have prefered Nuke.
Mrs. thats what got us in this issue to begin with me not stepping up and putting my foot down. (note the threw a fit, but dropped it when he wanted to leave as scheduled.)
I'm not just some little nosy navy wife thanks. MM2
on the other hand I would not be getting into this if my husband didnt want to persue it.
