What do I do if a member of the United States Coast Guard continues to...

...steal money from me? Who can I contact? I am a single mother, and I did a friend a favor and rented him a car, and got him a cell phone added to my plan. The fool ran up the cell phone bill to the tune if 2800.00 and drove the car up to 800.00. I am done...I want my money babck, and I know that Armed Forces has a code of ethics, and will definatly help me to get my money back if I can get in touch with the right people. I need to know who to call in Galveston Texas, that can help me with that. Thank You.
