Entering Coast Guard after general discharge from Navy?

I joined the Navy when I was 17 and was given a General Discharge from Basic Training. I think my RE code is 4. But I'm not certain I'd have to take a look. They gave me some out there diagnosis when I was discharged like border line personality disorder. I think once I needed out the psychologist was just trying to make sure I got out.

I'd like to take a shot at joining the Coast Guard. I'm 21 now and a lot has changed maturity wise. Would I stand a shadow of a chance?
