Is there a credit reporting or collection agency (collection agency...

...serving Calif)doing credit reportin 4 free I am a small businessman in northern Calif and it isn't worth it for me to pay to submit data concerning debtors who refuse to pay.
Of course, if I hire a COLLECTION AGENCY, I am willing to let them keep a percentage of what they collect.
What I mean to ask is: Is there a credit reporting agency that will accept a credit report from a business without charging? Or, is there a collection agency who will do credit reporting on accounts that are sent to them?
