Credit card billing cycle available credit question?

I have a citibank credit card and the way it works is I only have $2000 per month to spend, and I cant make any early payments to have my credit line go back up. I have to wait for the end of the billing cycle for my payment to be posted and the credit line to go back up.

Is this standard for all cards? I was under the impression, if for example, I made a charge for $100 on Monday, I could pay the credit card off on Tuesday, then have my available credit go back up instantly.

That seems wierd! I think something is wrong. I would call citibank and talk to them about it.
