Can I get a line of credit with poor credit and an arm loan?

Our credit score dropped drasticly after the purchace of our home (trying to pay the mortgage and putting off other bills) We also have an arm loan. We want to take get a line of credit to pay off our debt to repair our credit. Can these two factors stop us?
