What is the best way to evict people in NY with mental disabilities for

non-payment, noise, garbage problems? I've lost 2 tenants because of these people. I initially rented the apartment to 2 people but they have been bringing more people, all with mental problems, up to the point where I don't even know how many people are living in my property now. They fight, they scream, they slam doors, and they don't sleep at night at all. They haven't paid rent for 3 months now. The police have been there probably a dozen times but there's very little they can do. My apartment looks now like a haven for homeless with mental disabilities.
The guy who I made the lease contract with runs and hide as soon as he sees me approaching. They don't open the door to me and certainly they don't listen to what I say. They smoke in the hallway all the time even though I told them there's a 2 year old kid with asthma upstairs, they just don't listen. I started and eviction process but it's taking forever. If someone can provide some advise, I greatly appreciate it. Thanks.
