Do people with disability get the tax rebate?

I was just wondering about the little people, do they get it too?

If they do not pay taxes then my understanding is that they do not receive the rebate.

This is pitiful in my opinion. If living strictly on disability, it is really hard, and this money would mean a world of difference for them to receive it. Mostly those that receive disability are below the poverty leve.
