Most economical car for people with mobility disability ?

A friend of mine has had multiple spinal operarions and a hip replacement and they find it difficult to access and get out of low profile vehicles. They are also on a very tight budget as their disability have meant they have only a low paid job.

What is the most economical and easy to use in terms of getting in and out vehicle (either 2nd hand or new) for someone in this position ?

My father has problems gettin in and out of cars due to his knees. He has a Fiat Panda. He can get in and out of it easily and finds it economical to run.
I have to add that I don't like the look of the car at all.
