Leg swelling due to Diabetes?

My mom aged 45 years, she has diabetes. She 2 tablets each day. i.e., tripride 2mg & stamlobeta. She is taking the tablets regularly. Her Blood Pressure & Sugar level are controlled. But her legs are swelling and it is turning to blue in color... Can anybody give me some suggesions...

She needs to be trying to exercise those legs to get some circulation in them. If she doesn't they might have to amputate them.
