Is it true that Obama voted against his own economics bill which was defeated 99-0?

he makes claims in public his bill will help America, yet it was defeated 99-0 and the record shows he even voted against his own bill? Whats up?
Spark My thoughts: Just check the congressional record...google Obama voting record...there it is...
