Is there a way I can take economics and government over the summer and...

...graduate without doing the 12 grade? I live in south Florida and need to finish school fast due to personal reasons, I'm in the 11th grade, can I take economics and american government over the summer in bcc or something and graduate with all my credits? (which I already gave i just need those 2 clases) and go to college?

I'm a little confused as to what you mean, but I went to school in Miami and I did dual enrollment at MDC my junior and senior years. If you almost have all your credits I don't see why you couldn't graduate early though.

My friend did just that, though she had to talk to someone at the school. She graduated at the end of junior year and started at the Art Institute.

Yes! You can do that! You need permission from your school to be sure that the credits will transfer, but yes, it IS possible. You don't need to be graduated from high school to go to community college.
