is important for the public to be able to differentiate normative
statements from positive statements in these recommendations

well, in order to understand the recomendation you would have to understand the current situation (positive statement) and what the recomendation is (normative statement). If the public wasn't aware which was which it wouldn't make a difference what the statements said because you don't know which way the recommendation is going....
positive statement = what is happening now
normative statement = how things should be
