Different Engineering roles within a company?

Within a company what is the difference between:

ENGINEER I
ENGINEER II
ENGINEERING TECHNICIAN

Engineer 1, has more experience than Engineer 11,

the Engineering Technician does not have an engineering degree. The first two normally have degrees.

I would expect "II" to outrank (have more experience) than "I", and the tech to have a 2-year degree vs. 4 or more for the others.
