Helps Understanding Process for Replacing a Steel Stair Case in Los Angeles?

I need to know if someone is familiar on the city policy to obtain a permit to replace a stair case to bring it to city code. Do I need a structural engineer? Do I need blueprints? I only need to change part of the stair case, not the entire stair case.Does any one know approximately the total cost?The unit is on the second story and the stair case leads to that unit alone. I have never done this and I would like help to understand the process for Los Angeles.I appreciate any help that someone could provide.Thank you,Al
