Toefl requirements?

Hii..I wanted to know abt requirements for appearing 4 toefl..I'm in engineering - II yr Elec. n Telecom.Is ther any min percentage required for appearin for toefl.I'm having a bit unsatisfactory grades (I'v had many backlogs till now so my overall percentage will b less)If yes how can i cover it up?If no, plz explain da whole procedure in short... like.. scores in 10+2, scores in engg----> toefl---> post grad. in foregn inst.--> career...Thnx!!
