MBA without graduation but with 10+2 and further diploma in engineering?

many institutes are offering MBA (distance education) on the basis of 10+2 + 3 year diploma.
is it valid?
institutes like manipal and ICFAI are giving admission in MBA without graduation.
is it normal?
