What is the minimum age a person can be a BS engineer in US?

OK. My brother just cleared his exams and plans to go to US (I don't know what city or state, I am not very knowledgeable) to study engineering. He is qualified to go to college here. I mean if he were to study here (in our country) he can start studying here. It will take him 4 years to be an engineer here. I was just wondering how long are the courses there. What is the minimum age he can be an engineer. He is thinking of chemical engineering. I want to know what will be his age when he completes. Here we have a four year course. I heard there are some credit systems there and if you work hard you can complete your course earlier. Is it true, because here we have a compulsory 4 year course. Please tell me anything you know about this. I am not asking where to study because he and other factors will decide that. Also he won't work in the US later. I just need to know how long will it take for him to do a BS in ChE. All information is appreciated. Thanks
Thanks. I just want to know the minimum age he can be an engineer. There is something about the age that is concerning us. Here the minimum age when a person can be an engineer is 21.
