Salary package for an engineer?

I am B.TECH.Engineer from one of the best institutes in India with 22+ years of work experience in India,Kuwait,Africa,Saudi Arabia.
My area of work is Instrumentation,DCS automation,Electrical engineering commissioning,maintenance.
At present I am working in a Chemtura/Saudi Chemical co.in Saudi arabia for 4 & 1/2 years.However now I feel that I must change over my job.
Pl inform the right package I can expect if,
- the employer is a outside india.
- the employer is an indian company.
Since companies try to negotiate on the lowest salary in gulf or any other place,I need to know the minimum package I must be offered.
My preferred sector is Oil & gas but I have not much worked in this sector.
