I have a question about being a civil engineer.?

Can a civil engineer use a computer to design the exterior structure of house, building or others?

I heard some of people start out as civil engineer and they are also architects. I read from somewhere that a civil engineer can go into some graduate school and he or she can also design the buildings. How can a person do that?
I just have no clue about this so help me!!
I want to become a civil engineer and i also want to design buildings with using CAD or other computer programms.
Is there any chance that i can do that? Any programs or graduate schools that offer what I want in California?

civil means building or designing or architecture the buildings...... now a days all r using computers to design the buildings....... u can design any buildings by cad and there r also some more recent software to do these things..........u can search about the colleges in the web because i am in India.......

Do you want to design the way a building looks? Or design the way it's built? architects do the former and Civil s the latter. Both use cad btw.
