I would not if I was going to a conference but I would definitely wear them on any other occasion

Nobody should wear sandals to a conference what so ever. For sure not white sandals. You should wear black closed shoes. Believe me, Germany is stricter on rules when it comes to business than the US, I am originally from Germany.
