What's appropriate etiquette for my baby shower invites?

My aunt and cousin are throwing my baby shower out of state (where most of my family lives). My husband's family and friends will probably not be able to come because it would be too far of a trip for them. My friends that are local to me would not be able to attend because of the trip either. Do I still send them an invitation?? I feel like sending them invitations would scream "send a gift". On the other hand, I don't want anyone to feel like they were not invited or were out of the loop with the baby. What is appropriate??
My husband's family does not live in the same city we live in either and I only have a few close friends, so having 2 baby showers is really not in the cards for me unfortunately.
I meant that I only have a few close friends in the city that I live in. Sorry!
