Proper etiquette for tipping a tattoo artist?

My boyfriend and I are in a heated debate (not really) about tipping tattoo artists. He is in the process of getting a full sleeve done by the same artist. He tipped generously the first time (the outline of the tattoo) and he just went back to get color and didn't tip her. He says he won't tip her again until the tattoo is finished. I think this is rude but he says it's normal practice. Who's right?
