Houseguest Etiquette......???

We opened our home to family members that moved from another state and are staying with us until they get back on their feet. I have a few situations I need advice on how to handle...

How do you handle parents that do not control their child?? He is about 7 yrs old and was suspended from school within the first week. He has also been in trouble on the bus and my neighbors will not allow their kids to play with him. My kids are older and are well behaved and his behavior is hard on them as well. He jumps on our new couch, talks back and does not listen! To top this off, our houseguest had the nerve to reprimand MY son for something trivial and we suspect they did this because they were mad that he got onto their son for leaving chocolate all over the floor and our dog almost ate it. I do not want to intrude but 2 months of this chaos is making us feel like strangers in our own home.
Also, we keep a tidy house and they obviously are not respecting this as well. They do little to clean and think nothing of leaving dirty dishes and pots & pans in the sink. I cleaned my kids bathroom and discovered PEE all over the wall and baseboard....I need HELP!!
I love my family but I just do not want to be doormats who are left with angry neighbors, a messy house and a dead dog!
BTW - They are paying $300 a month so, they are not freeloaders; just passive parents who do not like to clean???
