Etiquette question about the BAR?

My sister is getting married in August. The Location is a Township Park with access to beach along Lake Michigan - which she is renting exclusive use of for the wedding ceremony and reception - there is a pavillion, etc...
She has a very limited budget and is only providing a limited bar for 150-200 guests. Picture this: Small ceremony on the beach, music and decorations by a dj, Huge rented grills for kabobs and a pig roast for dinner (Plastic plates - not catered). The bridal party will be in formal wear, the guests will be welcomed if they show up in shorts - heck, bathing suits! They want this to be a RELAXED celebration.

Because it is a public park and will be semi-informal reception, guests would be welcome to bring any alcohol, in addition to what will be on hand. How should she word this in the card being added to her invitations - without it sounding incredibly tacky?
I know this is not a typical reception, but they are 30 and already have 2 children together.
