Normally only the actual ID card holders are authorized the discounts. Most airlines will ask to see the ID card when checking in for the flight. It can't hurt to ask the airline directly. Some companies are very supportive and will allow it others won't.

Dependents do NOT always get a discount. A lot of places offer a military discount for the active duty member only...

Military personnel and their immediate family (i.e. - spouse, children) are the only ones eligible for military discounts.

Friends, parents, sisters, brothers, cousins, aunts and uncles, grandparents etc. of the one that is serving are NOT.

Well, anyone who has a military I.D card is eligible for discounts , so if his dependent booked the flights u should get the discount that way. However, you are gonna have to call the various airlines & ask if they offer military discounts or a discount code otherwise they don't advertise it on their website
