How come he isn't willing to meet my family?

I have been with my boyfriend for about 6 months now and before we were even together (we were talking for about 4 months) I got to know his family and I'm pretty familiar with them now. Whenever I invite him to come over for dinner, he says ''maybe'' and flacks out on me. I understand that he is scared meeting family but I don't think it's fair that I put so much effort getting to know his family but he doesn't mine. I'm a very family-oreinted person, if my family don't like him..I can't be with him. What do I do or say to make him understand that?
