I agree, I don't understand why the child wasn't changed to another family. I think a lot of people are responsible. Why did the school and teachers allow it to continue?
Maybe because he was a kid, he didn't realize how serious it was. Maybe he was afraid of getting in trouble, or something like that. Who knows? But it sounds like there were plenty of adults that should have been responsible!!!
