Why can't I find the page to set-up a family account !!!!?

I have tried several times to set-up an account for my son with the Family page and can not see how to do it an can not get the page to come up. I don't see why I initially was asked for a credit card either.

Very Very frustrated with the website !!!!!!!!!!!!!!!!!!
