What's the best way to search for a family member thats in the army?

My fiance has a brother from his Dad's first marriage that either is or was in the army. We're trying to possibly find a phone number for him so that we can meet him. We have looked for him for so long but we are running out of resources. Any recommendations? I've already tried people finder and zaba search, I've googled his name... We've tried SO many things that just didn't work.
