Can I purchase a pay-as-you-go cellphone and activate it as my own on my family's family plan?

I recently broke my cellphone and after speaking to a verizon representative they basically told me I am out of luck until 2009 when i am eligible for an upgrade.

I have a friend who has Cingular purchase a pay-as-you-go phone and activate it onto her account, but I was wondering if I was able to do the same for Verizon.
