What do I do about family members that are Angry all the time?

My little sister who is only six years old seems like she is madd all the time.
For example she will be drawing a picture and like freek out.
and an other Example is when she wrote me a letter and said how much she hated me. She tells me she hates me all the time.. lol... but sometimes i just wanna strangle her...Yah no?
She is so annoying today I told her 15 times to pick up her toys and all she did was sit there.

What should I do about this. I think she is Bipolor but what do I know?

She watches T.V all the time and she NEVER gets growned from it of anything. She always thinks pssh i can watch T.V later I dont have 2 worry about it. So wat if i get put in the corner for 10 or 15 mins i'll live.

Do u think she needs more dissiplan? If so what do u think I sould tell my mom how she you dissplain my lil sis.

First she needs more discipline YES.... but the anger at the age of 6 is not normal for a child she might need some kind of medication to calm her and maybe even some counseling!! Tell ur mother to look into it! B/C by the time she gets older none of you will be able to control this child
