petition for family members?

Hi guys, first timer here .
I recently became a U.S citizen after a loooong wait and I’m about to sponsor for my family.
My question today is should I apply for my sibling now or wait for my parent to do it once they get here? Meaning, what is the best way to petition for family members? I’m not even sure that I can petition for my siblings now, the application fee alone is $355 and I want to be sure what is the best move I can take?. They are the age of 13, 17, 20 and 27. i don’t want to hire a lawyer for now for 2 reasons first, I believe I should be able to do this on my own for now, second a big family is coming over soon and I need to safe every $ that I can safe. Please help guys
