How come some schools don't give financial aid for housing?

I applied to three colleges, got accepted and sent in my fafsa. I also put that I wanted to live ON CAMPUS at each university before submitting it. But when I received my financial aid letters, they did not give me enough financial aid to cover housing. Why is that?

Was it enough with the expected family contribution added in? They usually add that to the total cost of attending. If they did add the EFC, ask the college why.
