Would I be elgible for financial aid?

I already have a bachelors degree. I decided to apply to the same school where I earned this degree to get enrolled in another bachelors program. I received aid the first time around, and applied for aid again. At the beginning of the summer I received a letter from aid office stating I wasn't eligible for aid due to having too many hours and only being enrolled in an associates. I assume the associate degree standing comes from not completely being admitted in the 4 year program yet. I was told I would be fully admitted very soon. Once I am admitted fully in another four year program, am I going to be eligible for aid? I have not come close to reaching the maximum amount of loans allowed. I guess I am asking, can you receive student loans for a 2nd bachelors degree?
