I'm very confused about best guy friend?

My best guy friend recently told me that he has feelings for me and wants us to 'see' each other. He's liked me for 6 months (since we met). I've liked him since then too. The only problem is that I don't want to just 'see' him. I want us to have a proper relationship. I've only been in 2 relationships before (I'm 18) but I didn't have sex with my exes. I've always told myself that I want to lose my virginty to a special person when I am in a relationship.

My best friend is very special to me but he doesn't want to be in a serious relationship.
One of my friends said I should just 'see' him because I might regret it later.
If I wasn't a virgin I'd probably just go ahead with it but I am (he doesn'tknow that and I don't want to tell him)... I'm confused :-(
