What Do those Free Game Consoleswebsites mean when they say "Refer a Few Friends"?

Hi, I like the sound of these websites and i know they are true because of the coverage they get. But When the say "Refer to friends" Do they want me to get my friends to sign up or just simply advise them to sign up (Which doesn't matter if they sign up or not)?

As i think that my friends only have a slim chance of signing up.
