sisters are like that i remember mine she was a little cow but then i started doing thing with her encludig her in things. she feels left out and unloved all u do is put it right be there no matter wot tell her u love her explain how u feel about how she is behaving and make her understand ok

i would take away her fav toy and when she does something like tells say your not getting this back if you tell and when you get it back and you tell i will take it away for a very long time.
