how can i deal with a friend who can give it but can't take it?

what i'm trying to say is that my friend can tell you off or say you have an ugly shirt or something. and you won't react cause you know she's just joking i hope. but when you do something to her she freaks out and starts like chacing you; saying you better run as a joke all the time. cause you were just joking around and she took it differently. my friend is also a spoiled brat, most of the time, is a follower, thinks way to much of herself and when i'm positivley sure a guy likes me she tells me he probably doesn't, you know what i think she's jealous, oh and by the way is she ever so controlling of other peoples relation ships...(my other best friends) . and whenever i try to confront her about the issues me my friend have with her, trying to be a good friend and not talk behind her back, she runs away like a little baby..help me
