Which INGOs are open to South Asian experts for employment in the Central Asia?

I have heard that these are mostly Americans and European expatriate experts who are usually accepted by INGOs in the International programmes. There must be INGOs which go by mertis and not by ethnicity only. Can anyone illustrate on this point please?
