Geography!?!? How would you answer this question?FAST!?

Imagine that you are a developer with unlimited funding available and you've been assigned the task of going into a undeveloped area in Africa and making it the major population center of economic, cultural, and political power. First, what is the 'best' or 'prime' location for this development and give at least 3 reasons why. Secondly, what are some concerns or problems (at least 3) you may encounter-from the people, the physical region, climate, etc. and how would you solve some of those issues? Be specific and detailed in your answers.

Nigeria. 1. its near water, meaning port and transportation
2. its not at war, but ppl are looking toward it. they want to recolonize it
3. its poor, in need of power

1. the region is full of forests
2. the region have drought
3. the people dont like foreigners
