I used to be punished at school. Can I sue the school and ministry of education

(government)? I used to be caned, knocked in the head with big wood ruler and asked to clean dirty drain using bare hands when I was 9 to 11 years old. Now I am 23, is it possible to sue the school, teachers and government (ministry of education) since now that I am a grown up man, realised that such punishments were actually not allowed.
