What do you mean by better personality? Do they have to swear to be a Christian and smile after? Just wondering what your definition that you think others go by for "better personality"!

It depends on what job it is. Just because someone is more educated and has more experience doesn't mean their even good at the job. Someone who has no experience may have a better personality and be a fast learner. Plus the person who has more experience may have gotten fired or something that the new employer doesn't want to deal with.
