How can we improve Public Education?

I would like opinions on whether the American Public Educational system would need to be improved. Why or why not? And some ideas.

It also helps to know that top performing Public schools in some other countries use less money than American schools. Many of these schools out preform Americans.
I think we should have Placement Tests every year to ensure that students are well prepared for their classes. This will ensure less frustration between students, parents, and teachers. Teachers will not have to pay more attention to a student who needs more help because all students will enter the class at the same level.
