buget cuts in education!!!!?

I wrote this essay about budget cuts in education....my teacher gave it back and said it needed some corrections...

I wrote this sentence in a paragraph "Budget cuts only harm us; they do not benefit us in any way."...my teacher wrote "But what can be done instead?" how can i answer that?

also I wrote "If my memory serves me correctly, I remember Arnold Schwarzeneggar was all about funding for education when he started running for governor."....my teacher wrote "Back this up" how can i answer that?

This is my thesis for my essay: "Throughout the United States, there is a money deficit and officials believe cutting education is one of the better ways to save money but we have to find other alternatives because education is the key to a productive and successful life."...she said I need a more precise thesis...how can i do that?

also, how can i relate budget cuts and recession together?

She also wrote, How will cuts affect schools? How will cuts affect college/universities? What are better options????
