Is education better in England or Washington DC???

After year 11. Is it better to do GCSE's in england before going or[What do they do in 12th grade there?] is their anything like GCSE or whatever? whats the education system?

I would have to say that education in England would be much better than Washington, after all that is where engish language originates from. That is just my personal opinion.
