Trying to find the name of a made for TV christmas movie from the 90's (i believe).?

All i remember about this movie was a little boy whose dad worked what seemed to be some sort of construction job. The boy is upset and runs away from home. He gets caught in a snow storm, and cannot see where he is going. He then finds himself in a clearing where he meets an elf (i believe). The elf keys in a code to a pole (North Pole??) and this takes them to Santa's village. I am pretty fuzzy about the rest. It played on TV several times during the mid-90's, but I have been unable to find any info on it since. Any insight is greatly appreciated. Thanks!
