Online Home School?

Location: Philadelphia PA. Does anyone know If a child who didn't attend school for two years will about to join the Online Home School program? (9th grade) I know, I know. I'm trying my best to change my life around and do whats best for me. My parents are also immigrants which means I'm the one in the family that speaks English (I do try) Some of the home/online schooled requirements needs a person who can teach you. But I do not have that. Is there anyway I will be able to join? even If I do not have any high school credits? reason I'm asking is that.. I've tried emailing them, but they were very non helpful.

I know, I've asked this like alot of times. I am just so confuse and frustrated.
