How does Drivers Ed classes work for home schooled kids?

How do they document your parents teaching you without classes? Private classes around here are $350-400 bucks and I can't afford that right now?

Is it true that I can get my learners permit at 15 if I study the book and take the written test and then when I turn 16 take the driving course and another written test to be issued my drivers liscense?
