Free online home schooling for elementary grades???

I am hoping to start teaching my son at home. I sent him to school for his kindergarden year and was shocked by how little they taught him and how much they sent home for homework. I am honestly appalled by the school system here. I have worked with my son through the years and have realized the education system here is nothing but a joke.
I would love to home school him, but am running into a few problems. I am unable to provide a great ammount of finances into this as the economy is severally taking a toll on our family. Also, am I not 100% sure on how I need to go about this. Do I need to inform the school district of my actions?
If you could please help, I would greatly appreciate it.

Down the left side you'll see all the states listed. Click on yours for the laws in your states.

I know here in GA you have to submit a form showing you are homeschooling. Then each month we mail in an attendance report (so weird. Yes my child is home. lol)
